Hello. I am guessing this friend should be in the same age bracket as you. 43kg is not a weight one should be worried about, if you think the weight is low too in some cases it may be due to genetic factors.
Exercise in its entirety is good for the body and mind, it improves bodily functions and activities, also helps to enhance the immune functions too.
So I will encourage exercising not just for the hips but the whole body and she can start a little at a time till she can do more so as not to strain her muscles. Eating a well balanced diet too is synergistic and will help her achieve this. Cheers
