Good to know the said individual brushes regularly. Getting rid of his mouth odour will require finding the source of the odour. He could be having dental caries or decay. It may also be an odour emanating from an upper or lower respiratory tract disease. The odour will persist until the source of the odour is addressed.
I suggest he visits a Dentist first for dental checks. If nothing is found there, he may be refered to the appropriate specialist for further review.
